Heavy News! Full text of the Sino French Joint Declaration

On the occasion of the 60th anniversary of the establishment of diplomatic relations between the two countries, the two heads of state reviewed the solid foundation of China France relations and the friendship between the two peoples, and exchanged in-depth views on bilateral relations, China EU relations, and major international and regional issues. They decided to open up new prospects for China France cooperation and seek new momentum for China EU relations based on the joint statements of January 9, 2018, March 25, 2019, and November 6, 2019.




1、 Strengthen political dialogue and promote political mutual trust




China and France will continue the annual meeting mechanism between the two heads of state.




2. China and France emphasize the importance of high-level exchanges and strategic dialogues, high-level economic and financial dialogues, and high-level cultural exchange mechanisms for the development of bilateral cooperation, and agree to hold a new meeting of the three major mechanisms within the year.




3. China and France reaffirm their willingness to promote the continuous development of a close and lasting comprehensive strategic partnership between China and France based on mutual respect for each other's sovereignty, territorial integrity, and major interests.




4. China and France agree to deepen exchanges on strategic issues, especially the dialogue between the Southern Theater Command of the People's Liberation Army of China and the Pacific Ocean Command of the French army, and to strengthen mutual understanding on international and regional security issues.




On the occasion of the 20th anniversary of the establishment of a comprehensive strategic partnership between China and the EU, China reaffirms its commitment to developing China EU relations, encouraging high-level exchanges, promoting consensus on strategic issues, increasing personnel exchanges, jointly addressing global challenges, and actively balancing and promoting economic cooperation. As a member state of the European Union, France agrees with the above direction and will contribute to it.




6. France reiterates its adherence to the One China policy.




2、 Jointly promoting world security and stability




As permanent members of the United Nations Security Council, China and France are jointly committed to seeking constructive solutions based on international law to challenges and threats to international security and stability. They believe that differences and disputes between countries should be peacefully resolved through dialogue and consultation, and seek to strengthen the multilateral international system with the United Nations at its core in a multipolar world.




8. China and France reiterate their support for the Joint Statement on the Prevention of Nuclear War and the Avoidance of an Arms Race issued by the leaders of China, France, Russia, the United Kingdom, and the United States on January 3, 2022. As emphasized in the statement, 'We cannot win or fight a nuclear war'. Both countries call for no action that may exacerbate the risk of tension.




9. The two countries are willing to strengthen coordination and cooperation, jointly safeguard the authority and effectiveness of the arms control and non-proliferation system, and promote the international arms control process. China and France reaffirm their commitment to balancing the three pillars of nuclear disarmament, nuclear non-proliferation, and peaceful uses of nuclear energy under the Treaty on the Non-Proliferation of Nuclear Weapons, and continuously strengthening the universality, authority, and effectiveness of the Treaty.




Both sides support all efforts to restore peace in Ukraine based on international law and the purposes and principles of the United Nations Charter.




11. Both sides oppose armed attacks against nuclear power plants and other peaceful nuclear facilities, and support the constructive role of the International Atomic Energy Agency in promoting the safety and security of peaceful nuclear facilities, including efforts to ensure the safety and security of the Zaporo heat nuclear power plant.




12. Both countries emphasize the importance of strict compliance with international humanitarian law by parties to the conflict. Both countries particularly call for the protection of women and children affected by conflicts in accordance with international commitments, increasing humanitarian assistance to conflict areas, and providing safe, fast, and accessible humanitarian access.




13. Both sides will continue to maintain communication under the Sino French strategic telephone system.




14. The nuclear program of Iran Comprehensive Agreement (JCPOA) reached in 2015 is an important achievement of multilateral diplomacy. The two countries reaffirmed their commitment to promoting a political and diplomatic solution to the nuclear program of Iran, reaffirmed their commitment to safeguarding the international nuclear non-proliferation system and the authority and effectiveness of Security Council resolutions, and reaffirmed their support for the International Atomic Energy Agency within this framework.




15. China and France will continue to maintain close communication on the Korean Peninsula issue.




16. China and France agree to continue their exchanges through the China France Network Affairs Dialogue Mechanism.




3、 Promoting economic exchange




17. China and France promise to provide fair and non discriminatory competitive conditions for enterprises, especially in the fields of cosmetics, agriculture and agricultural products, air traffic management, finance (banking, insurance, asset managers), health (medical supplies, vaccines), as well as energy, investment, and sustainable development. To this end, the two countries are committed to providing a good environment for business cooperation, improving market access for their enterprises in the other country, improving the business environment, and ensuring respect for the intellectual property rights of all enterprises in both countries. In the field of digital economy, including 5G, the French side promises to continue to handle authorization and license applications from Chinese enterprises in a fair and non discriminatory manner based on the laws and regulations of both countries, including national security.




18. China and France are willing to continue to strengthen practical cooperation in various fields of the service industry, support institutions and enterprises of the two countries in conducting economic and trade exchanges on the basis of mutual benefit, and promote the development of service trade. France is willing to be invited to serve as the guest of honor at the 2024 China International Trade in Services Fair.




19. China and France hope to strengthen partnership in the fields of agriculture, agricultural food, veterinary medicine, and plant quarantine, and are pleased to see market access for pork products guaranteed, open markets to kiwifruit and feed dairy products, and approve the registration of 15 pork export agencies in China. The competent authorities of both countries will respond as soon as possible to the future registration requests of agricultural and agricultural food products, especially meat and aquatic product export enterprises, as well as the registration applications for infant and young child dairy formula that meet the requirements of both parties' food hygiene and safety laws and regulations, as well as the market opening requests put forward by their respective departments. Both sides will continue to exchange and cooperate in the beef cattle, wine industry, and geographical indication registration, especially in Burgundy wine. France supports China's application to join the International Grape and Wine Organization as soon as possible, and supports China's hosting of the International Grape and Wine Industry Conference.




20. China and France welcome the "bulk procurement agreement" reached by Chinese airlines to purchase 160 Airbus aircraft. The two countries will timely study the cargo and long-distance transportation needs of Chinese airlines based on the recovery and development of China's air transportation market and fleet. Both sides welcome the strengthened cooperation between the Civil Aviation Administration of China and the European Aviation Safety Administration, which will accelerate the airworthiness certification process based on internationally recognized safety standards, especially for projects such as Y12F, H175, and Dassault 8X. The two sides welcomed the agreement reached by enterprises of the two countries on sustainable aviation fuel. Both sides continue to carry out industrial cooperation, especially the Airbus Tianjin new final assembly line project.




21. China and France support the airlines of both countries to restore aviation connectivity to pre pandemic levels as soon as possible, in a coordinated manner with the civil aviation departments of both countries, with the goal of resuming the implementation of the Air Traffic Agreement between the Government of the People's Republic of China and the Government of the French Republic signed on June 1, 1966, as well as related air rights arrangements. Airlines from both countries should enjoy fair and equal opportunities when operating flights between China and France. The two countries support deepening personnel and economic exchanges, including providing visa facilities for private sector and business personnel from both countries.




22. Both sides are satisfied with the cooperation between the two countries' space agencies in joint research on Chang'e-6 and extraterrestrial samples.




23. In order to achieve the common aspiration of low-carbon transformation in the energy system, China and France have launched practical cooperation in civilian nuclear energy under the framework of the Intergovernmental Agreement on Peaceful Use of Nuclear Energy. The two countries are committed to continuing to promote cooperation on cutting-edge topics in the field of nuclear energy research and development based on agreements between the National Atomic Energy Agency of China and the French Atomic Energy and Alternative Energy Commission. The two countries support the possibility of strengthening industrial and technological cooperation between enterprises on issues such as nuclear waste reprocessing.




24. China and France welcome the achievements of the 2015 Intergovernmental Agreement on Third Party Market Cooperation. Both parties are committed to the follow-up and implementation of confirmed third-party market cooperation projects. The governments of both countries encourage enterprises, financial institutions, and other entities to explore new major economic cooperation projects in third-party markets based on applicable international high standards.




4、 Restarting Cultural Exchange




25. In order to promote the protection and promotion of cultural diversity globally, China and France support deepening cooperation in the creation and utilization of cultural works, and will actively promote the resumption of exchanges and cooperation in the fields of culture and tourism. China and France welcome the statement of intention on cultural cooperation reached by the cultural authorities of the two countries.




26. Both sides will jointly hold the Sino French Cultural Tourism Year in 2024, supporting high-level activities organized by the Palace Museum and Versailles Palace, the Shanghai West Coast Art Museum, and the Pompidou Art Center in cooperation between the two countries. Both parties promise to provide customs, logistics and other facilitation measures for the exhibition tour, while complying with their respective laws, and will strive to ensure the integrity and smooth return of cultural items in the supported exhibitions.




27. Both parties reiterate their willingness to strengthen cooperation in the cultural and creative industries, especially in the fields of literature, film, television documentaries, publishing (including games), music, architecture, and digitization, through joint production, copyright cooperation, competitions, and artist exchanges, in order to enhance the potential for dissemination to the widest audience.




28. China and France commit to strengthening bilateral cooperation in the protection, restoration, and development of cultural heritage. The two countries welcome the conclusion of a roadmap for cultural heritage cooperation on the joint participation of Chinese experts and French teams in the on-site restoration of Notre Dame in Paris, research cooperation on the protection and restoration of the Terra Cotta Warriors, the cooperation project between the Publicity Hall and Maoling, and the promotion of friendly relations between the two countries on world heritage. Both sides will continue to work together to prevent and combat theft, illegal excavation, and illegal entry and exit of cultural property. The two countries reaffirmed their full support for the Conservation International Alliance for the Conservation of Heritage in Conflict Areas to protect the cultural heritage in conflict areas.




29. China and France reiterate their importance to language teaching cooperation, promoting friendship and mutual understanding. The two countries will strive to extend the validity of the "Agreement on Language Cooperation" signed by the two governments in June 2015, encourage Chinese and French teaching in both schools, increase bilingual courses, and strengthen language teacher exchange and training.




30. China and France reiterate their importance to strengthening cooperation in higher education and vocational education, and will encourage the development of partnerships between Chinese and French higher education institutions, such as jointly building cooperative educational institutions, jointly promoting the resumption of exchanges between international students and teachers, and providing convenience for inter school exchanges. Therefore, both parties have established convenient procedures for the above-mentioned personnel to apply for visas. Both sides will convene a new Sino French Education Mixed Committee meeting as soon as possible.




31. The two heads of state agreed to convene a new China France Joint Committee on Science and Technology Cooperation as soon as possible to determine the major direction of bilateral scientific cooperation and the "China France carbon neutrality Center" to promote carbon neutrality science and technology cooperation. China and France hope to promote the exchange of scientific researchers through the China France Research Partner Exchange Program (Hubert Curian Cai Yuanpei Cooperation Program) and other means. Both sides are willing to continue implementing the "Sino French Outstanding Young Scientists Exchange Plan", strengthen exchanges between young researchers from both countries, promote cooperation in priority areas, and carry out joint research activities.




32. With a focus on the 2024 Paris Olympics and Paralympics, the two heads of state hope to make sports, especially the exchange of young athletes, the development of sports infrastructure, and the sharing of experience in the sports industry an important component of bilateral relations.




5、 Jointly addressing global challenges




According to United Nations statistics, 323 million people are facing a food crisis in 2022. In this context, both parties commit to maintaining market stability, avoiding unreasonable export restrictions on agricultural inputs and products, and starting from facilitating the export of grain products and fertilizers to smooth the international food supply chain. Both sides are committed to achieving the above goals through China's international food security cooperation initiative, food and agriculture resilience action, and other initiatives.




Both China and France believe that increasing support for African partners and other countries most severely affected by the food crisis is crucial for building resilient and sustainable food systems. To this end, both sides are willing to promote international cooperation in grain conservation and reduction, as well as promoting localized production of grain. Based on this goal, both sides jointly support organizations related to food security issues such as the United Nations Food and Agriculture Organization, the International Fund for Agricultural Development, and the World Food Programme, as well as financial institutions and bilateral and multilateral funding parties.




35. China and France emphasize their support for a multilateral trading system centered around the World Trade Organization and based on rules, committed to creating a free, open, transparent, inclusive, and non discriminatory trade and investment environment, supporting necessary reforms to the World Trade Organization, and achieving positive results at the 13th Ministerial Conference of the World Trade Organization.




36. China and France are willing to cooperate to solve the financing difficulties of developing and emerging market economies, encourage them to accelerate energy and climate transformation, and support their sustainable development. China will attend the Global Financing Compact Summit on Climate Change to be held in Paris in June 2023. France will attend the third the Belt and Road Forum for International Cooperation.




37. The two countries agree to strengthen cooperation within the framework of the G20, promote the G20's role as the main forum for international economic cooperation, and promote the reform of the international monetary and financial system in accordance with the commitments made by the leaders of the Bali Summit.




38. China and France support the implementation of the Common Framework for Subsequent Debt Handling under the Debt Relief Initiative in the context of the vulnerability of developing countries. The Common Framework was adopted by the G20 and the Paris Club in November 2020, with China and France participating together. Both sides reiterated that all parties will implement the Common Framework in a predictable, timely, orderly, and coordinated manner, and support the debt agenda adopted at the February 2023 meeting of G20 finance ministers and central bank governors.




39. Both sides appreciate the welcome of the Bali Summit of the G20 for countries to voluntarily lend special drawing rights, and call on G20 member countries and willing countries to increase their efforts. G20 member countries are striving to increase their special drawing rights mobilization ratio to 30%, in order to achieve the $100 billion target adopted at the G20 Rome Summit as soon as possible.




Climate, biodiversity, and land degradation prevention and control are common priorities for China and France. The two countries promise to uphold the Beijing Initiative proposed in November 2019 and continue to maintain high-level ambitions within the framework of the United Nations Framework Convention on Climate Change, its Paris Agreement, and the Kunming Montreal Global Biodiversity Framework (hereinafter referred to as the Kunming Montreal Framework). Both sides welcome the adoption of the "Kunming Montreal Framework" at the second phase of the 15th Conference of the Parties to the Convention on Biological Diversity (COP15). China will continue to serve as the Chair of COP15 in the next two years and is willing to actively promote the complete and effective implementation of the "Kunming Montreal Framework" with France. The two countries welcome the positive contribution of the Kunming Biodiversity Fund and the arrangements to be established under the Global Environment Facility to biodiversity financing. The two countries welcomed the work introduced at the "One Forest" summit in Libreville.




41. China and France promise to inform the revised national strategy and action plan based on the "Kunming Montreal Framework" before the convening of COP16. China will actively study the possibility of joining the "High Ambition Alliance between Nature and Humanity". The two countries contribute to the goal of reducing subsidies that damage biodiversity by $500 billion annually.




42. China and France reaffirmed their commitment to carbon neutrality/climate neutrality. The French side promises to achieve climate neutrality by 2050. China promises to strive to reach the peak of carbon dioxide emissions by 2030, and strive to achieve carbon neutrality by 2060. The two countries will adopt policies and measures to implement the national autonomous contribution goals established in accordance with the goals of the Paris Agreement.




43. Both sides highly appreciate the results achieved by the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP27), and commit to maintaining close communication and coordination on the way to preparing for the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), in order to promote the implementation of the Convention


44. China and France support the promotion and development of financing that contributes to ecological transformation, and encourage their respective financial sectors (including banks, insurance institutions, asset managers, and owners) to coordinate business and mitigate and adapt to climate change, protect biodiversity, develop circular economy, control and reduce pollution, or develop blue finance. The two countries also encourage development institutions, development banks, central banks, regulatory agencies, and financial regulatory authorities to exchange and share experiences in the field of green and sustainable finance, and promote the formulation and improvement of standards in areas such as non-financial information standardization. The two countries promise to support the development of sustainable capital markets.




45. China and France recognize that the construction industry accounts for an important proportion of greenhouse gas emissions in both countries and actively study joining the "Building Breakthrough" initiative. The two countries strengthen cooperation, promote building energy conservation and carbon reduction, and promote sustainable urban development.




46. China and France are committed to marine conservation. The two countries are pleased to see the intergovernmental meeting on marine biodiversity beyond national jurisdiction (BBNJ) reach an agreement on the text on the conservation and sustainable use of marine biodiversity beyond national jurisdiction, and will continue to strengthen communication and coordination on subsequent work. The two heads of state reiterated that both sides will promote the conservation of Antarctic marine living resources in accordance with the Convention on the Conservation of Antarctic Marine Living Resources, and continue to discuss the establishment of a marine protected area in Antarctica. China and France are committed to the United Nations Decade of Marine Science for Sustainable Development by establishing national committees in 2022 and 2021, respectively, to highlight the importance of knowledge for better protecting the oceans. Both sides acknowledge the importance of combating illegal, unreported, and unregulated fishing activities.




47. China and France are committed to promoting the success of the 2025 United Nations Oceans Conference, co hosted by France and Costa Rica. China will study the road map proposed by the French side to link China as the President of the 15th Conference of the Parties to the Convention on Biological Diversity (COP15) and France as the President of the 3rd United Nations Conference on the Sea to be held in Nice in 2025.




48. China and France oppose plastic pollution (including microplastic pollution). The two countries support and participate in the work of the Intergovernmental Negotiating Committee authorized by Resolution 5/14 of the Fifth United Nations Environment Conference (UNEA5.2), committed to adopting a legally binding international instrument.




49. China and France are committed to protecting and sustainably managing forest ecosystems, supporting scientific research on more sustainable value chains, and combating illegal deforestation and related trade. The two countries are willing to promote cooperation in the fields of natural conservation, grassland protection, restoration, and sustainable utilization. Under this framework, the two countries are pleased to see active cooperation between the State Forestry and Grassland Administration of China and the French Biodiversity Agency.




50. China and France will work together to promote developing countries to achieve a more just energy transition through tools such as a just energy transition partnership.




51. China and France emphasize the importance of promoting and protecting human rights and fundamental freedoms in accordance with the purposes and principles of the United Nations Charter for the development of all countries.
